On the Meeting of The Jordanian
Yugoslav Mixed Commission for Economic
And Technical Cooperation, held
In Amman from 9-12 April
1979
The Mixed Commission for economic and technical Cooperation provided for under Article 7 of the Agreement on Trade and Economic Cooperation between the Government of the Hashemite Kingdom of Jordan and Socialist Federal Republic of Yugoslavia signed on January 13th 1978, met in Amman from 9-12 April 1979.
The Jordanian delegation was headed by Dr. Nijmeddin Dajani, Minister of Industry and Trade. And the Yugoslav delegation was headed by H. E. Mr. Petar Kostic, Member of the Federal Executive Council and Federal Secretary for Finance, The list of the two delegations are attached herewith.
During his visit to Jordan, the head of the Yugoslav delegation was received by H. E. Mr. Mudar Badran Prime Minister and H. E. Mr. Mohamed Dabbas, Minister of Finance.
With the aim to further promote trade and economic relations and to create the basis for long term cooperation between the two countries, in accordance with the programs of Actions adopted on the conferences of Heads of States, and Governments of the Non-Alligned countries, the two sides, in the spirit of friendship and mutual understanding have agreed on the following:
Trade:
1. Both sides expressed their mutual interest in further development of their trade relations. However, they noted that in the recent period the volume of trade has not been in accordance with the desire and possibilities of the two countries. In order to promote their trade relations they agreed on:
A - The necessity to diversify commodities which are exchanged and originated from both countries on mutual basis.
B - Supporting the establishment of Commercial centers in Belgrade and Amman to facilitate the exchange of commodities produced in the two countries, in accordance with the laws and regulations in force in both countries.
C - Exchange of visits of Commercial delegations from both sides. In this respect, it was agreed that the Yugoslav commercial mission will visit Jordan in the near future to explore possibilities for purchasing Jordanian products, in addition to Phosphate rocks, such as cotton yarn, appliances, cosmetics, detergents, agricultural products, etc., as well as to discuss the possibilities to sell Yugoslav products.
2 - The Jordanian side stressed the importance of expanding the export of Phosphate rocks to Yugoslavia. In this regard, contracts for purchasing Jordanian phosphate rocks should be considered between their respective organizations, covering at least 3-5 years ahead in order to avoid fluctuation in the volume of trade which occurred during the last decade.
Industrial and Economic Cooperation:
3 - The two sides emphasized the necessity to seek and promote the establishment of new industries in Jordan through joint venture.
In this regard, the Jordanian side explained the preferential treatment granted to Jordanian products through bilateral and multilateral trade agreements with Arab and foreign countries. Some examples of such joint ventures were discussed, such as cable industries, industrial minerals, copper, etc...
A detailed list of preferred industries was also handed over to the Yugoslav delegation for consideration. The Yugoslav side expressed its willingness to cooperate and participate in such activities.
4 - On economic cooperation the following fields were also suggested:
A - Water resources development and procurment of relevant equipment for drilling and water development.
B - Exploration of oil and gas in Jordan. In this regard the Yugoslav side expressed its interest to participate in this field of activities and stated that (INA) and other specialised organizations are ready to be involved in such program. The Jordanian side welcomed the participation of (INA) in the exploration of oil and gas in Jordan and notified that the Jordanian concerned authorities have already qualified (INA) to participate in the future exploration program of oil and gas in the different parts in Jordan, either on concessionary terms or profit sharing. The Jordan Natural Resources Authority (NRA) will contact (INA) in due time...
C - Construction of dams, particularly that of Wadi Al-Arab.
D - Energy generating, including the extraction of oil from the oil shale deposits in Jordan and deliveries of necessary equipments.
E - Civil Aviation. In order to develop cooperation in this field the two sides agreed to recommend to their concerned organizations to meet in the near future and discuss the possibilities for future cooperation.
5 - The two sides considered possibilities for banking and financial cooperation. They agreed to recommend to their business banks to explore the possibilities for the establishment of direct payments arrangements and promotion of the other forms of banking ties.
Scientific and Technical Cooperation:
6 - The Jordanian side requested that a joint working group should study the problems of Jordanian students in Yugoslavia, who are estimated to be over 3, 500 students, The problems related to such matters as entry admission to universities, scholarship and other related matters. The joint working group should also study the possibilities of increasing the number of scholarships allocated to Jordan. The two sides agreed that the mentioned working group should hold its meeting in Belgrade in the near future.
7. The two sides agreed to promote, diversify, and extend the scientific cooperation on other forms apart of education, such as consulting missions, exchange of experts, study tours, etc., and on other fields as agriculture, mining, health and tourism.
